Description : GGGI Indonesia Country Office is inviting eligible consulting firms and service providers to submit their proposals for the following scope of work under the RE-ACT project:

PROJECT BACKGROUND:
As part of the Indonesia country program, GGGI is implementing the “Renewable Energy–Accelerated Transition” (RE-ACT) which offers technical assistance to Indonesia to achieve its renewable energy and net zero emission targets. The RE-ACT is led by the Directorate for Various New and Renewable Energy/Direktorat Aneka Energi (DAE) at the Directorate General for New Energy, Renewable Energy and Energy Conservation/Energi Baru, Terbarukan, dan Konservasi Energi (DG EBTKE), Ministry of Energy and Mineral Resources (MEMR), as the executing government agency. The Ministry of National Development Planning (BAPPENAS) is the co-chair of the RE-ACT project. RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia, which are currently held back by policy barriers and a lack of proven investment models for private investors. RE-ACT started in October 2021 and has a duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the Indonesian Government to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy and, in turn, allow for more ambitious NDC.

With Indonesia’s more ambitious enhanced NDC and upcoming Draft National Energy Plan (RUEN – Rencana Umum Energi Nasional), it is essential to ensure consistency and alignment of Indonesia’s energy policies. The Provincial Energy Plan (Rencana Umum Energi Daerah, RUED) plays a vital role in provincial energy planning that sets an important foundation for each province's energy targets. Considering new national regulations such as the Draft National Energy Plan, provinces need to reflect the same targets and ambition set in the national regulations.

In this context, West Nusa Tenggara (NTB) recognizes the need to strengthen its capacity in calculating baseline emissions as a foundation for evidence-based energy and climate policy. Following a recent study on baseline emissions in Lombok, which utilized the Greenhouse Gas Protocol for Cities, NTB aims to develop a more accurate and locally owned emissions profile. Enhancing the in-house capability of the Department of Energy and Mineral Resources (DESDM) to conduct such analysis independently will allow for greater flexibility and sustainability in future planning and decision-making processes.

The RE-ACT project will be supporting RUED implementation in West Nusa Tenggara (Nusa Tenggara Barat, NTB), by improving the capacity of the Department of Energy and Mineral Resources (DESDM) in calculating the baseline emission of the region. The development of an accurate and reliable baseline emission will inform policymakers of the source of Greenhouse Gas (GHG) emissions in West Nusa Tenggara which will support targeted policies and action. Furthermore, improved evidence-based policies will attract renewable energy investments and accelerate energy transition planning in the region.

Thus, the objectives of this activity are to:
• Enhance the capacity of the Department of Energy and Mineral Resources NTB and other relevant stakeholders in accurately calculating baseline emissions by identifying existing gaps in capacity, developing tailored training materials, and delivering effective capacity-building interventions. Ensure that all methodologies used are aligned with Indonesia’s national emission calculation standards established by the Ministry of Environment.

OBJECTIVE OF THE ASSIGNMENT:
GGGI will engage the services of a Consulting Firm (hereinafter called “Consultant”) possessing expertise in emission inventory, modelling, and capacity development. A Consultant with strong experience in conducting emission inventory, emission modelling, and data collection, for municipalities or provinces are preferred. The selected Consultant shall conduct a capacity building to enhance the DESDM NTB capacity in accurately calculating baseline emission. All the research and material utilised for module creation shall be submitted to GGGI. Collaboration with key stakeholders and adherence to the outlined deliverables are essential for the success of the project. Since the work will be undertaken in close cooperation with the Department of Energy and Mineral Resources NTB, GGGI and other partners, flexibility and a shared vision for the project outcome are essential. The Consultant will report to the GGGI RE-ACT Project Manager while also coordinating on a day-to-day basis with the appointed MEMR focal point(s), and where applicable cooperation with other partners is required.

IMPORTANT TIMELINES:
The tender submission deadline is 4 August 2025, 16:00 pm KST (Korean Standard Time) / 15:00 pm WITA.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
