Eligibility criteria: Eligible consulting firms must be from a member country or eligible territories as outlined by Bank’s Institutional Procurement Policy (GN-2303-33). The eligible countries include economic and social development regions such as Germany, Argentina, and the United States, among others, along with certain territories of these member countries. The firms must demonstrate relevant experience in providing similar consultancy services. The evaluation will be based on the demonstrated experience and provided qualifications. Firms are encouraged to form joint ventures to improve qualifications, with one firm designated as the communication representative. To ensure eligibility, all firms are required to register or update their profile including their Business Partner Number in the BEO Procurement Portal by the deadline. Late updates might inhibit participation. For firms previously registered, it is necessary to verify that all information is complete and updated in the portal. The consulting firm must have at least 5 years of international professional experience in Latin America and the Caribbean in the preparation of thematic bond frameworks, sustainable bond portfolios for sovereign states, development banks, public utility companies, or publicly-participated companies. Beyond technical expertise, firms should demonstrate capability in sustainable finance projects with public service companies in the region, performance indicator construction, valuation methodologies, tracking reports, capital markets, and engagement with regional and international investors.
