L'objectif global de la mission est d'évaluer la structure, la capacité et la préparation des parties prenantes du secteur privé à s'engager dans un dialogue structuré et un plaidoyer sur les questions affectant le commerce des minéraux ferroviaires le long du corridor Lobito.
Plus précisément, le consultant doit :
•    Évaluez le paysage du secteur privé en République démocratique du Congo, en particulier à Lualaba et au Haut-Katanga, avec un fort accent sur Kolwezi, en ce qui concerne la production minérale, la logistique et les processus d'exportation, avec une attention particulière au commerce ferroviaire des minéraux le long du corridor de Lobito.
•    Identifier et cartographier les principaux acteurs du secteur privé impliqués dans les chaînes de valeur minérales, y compris les sociétés minières, les fournisseurs logistiques, les transitaires, les utilisateurs de fret ferroviaire, les exportateurs et les associations sectorielles concernées.
•    Évaluer la structure, l'efficacité et la capacité de coordination des organisations du secteur privé existantes afin de faciliter le plaidoyer et l'engagement auprès des institutions gouvernementales sur les questions affectant les exportations de minéraux.
•    Évaluer la préparation et la capacité des parties prenantes du secteur privé à se réunir et à participer à un dialogue structuré avec les institutions publiques responsables de l'administration douanière, des opérations ferroviaires, de la certification des minéraux et de la facilitation du commerce.
•    Évaluer la préparation des institutions gouvernementales à engager un dialogue structuré avec le secteur privé sur les politiques et les questions opérationnelles affectant le transport des minéraux le long du corridor Lobito.
•    Examinez le rôle, le mandat et la capacité opérationnelle des mécanismes de coordination des corridors, y compris l'Agence de facilitation du transport et de transit du corridor Lobito, afin de soutenir le dialogue et la coordination entre les parties prenantes.
•    Identifier des opportunités de renforcement de l'engagement transfrontalier entre les acteurs du secteur privé en République démocratique du Congo, en Zambie et en Angola sur les questions liées au commerce des minéraux et à la logistique ferroviaire.
•    Proposer et soutenir l'établissement ou le renforcement de mécanismes de dialogue structurés entre les parties prenantes du secteur privé et les institutions gouvernementales, y compris l'élaboration de termes de référence et de cadres opérationnels pour la plateforme de dialogue.
•    Fournir une assistance technique pour soutenir l'organisation et la facilitation de sessions de dialogue entre les parties prenantes et aider à établir des mécanismes durables pour un engagement public-privé continu sur le commerce ferroviaire des minéraux.
•    Évaluer la capacité des acteurs du secteur privé à coordonner les positions collectives, à générer des preuves sur les goulets d'étranglement opérationnels et à s'engager dans des actions de plaidoyer politique liées au commerce des minéraux ferroviaires le long du corridor.
•    Identifier des opportunités pour renforcer les mécanismes de représentation du secteur privé capables d'engager de manière durable les autorités des corridors et les institutions gouvernementales sur la facilitation du commerce, les réformes réglementaires et l'amélioration des performances logistiques.
