Assignment Title:  Develop an Institutionalization Proposal for the Extractive Industry Transparency Initiative (EITI) in Mozambique

Reference No.: C78-C7.1

The Government of Mozambique has received financing from the World Bank toward the cost of the Mining and Gas Technical Assistance Project (MAGTAP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: (i) Review the legal and regulatory framework of the country’s current EITI implementation model and identify any barriers that would prevent the efficient functioning of the existing EITI implementation model, (ii) Develop a Report and detailed analysis of current EITI model and propose on further enhancement of this model; (iii) Prepare a proposal with at least two optional models of institution, including description of potential impacts on the EITI implementation process in Mozambique.

The Ministry of Mineral Resources and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Experience in reviewing legal and regulatory framework and developing institutionalization models for public sector; (ii) International experience in oil, gas and mining sectors; (iii) Knowledge of the extractive sector and familiar with EITI implementation process in Mozambique.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. When expressing interest in association, consultants are encouraged to state the form of association.

A Consultant will be selected in accordance with the Consultants Qualification Selection method (CQS) set out in the Consultant Guidelines.
