This Request for Expression of Interest follows the General Procurement Notice (GPN) that was published in the United Nations Development Business website with the reference AfDB441-05/16 and in the African Development Bank Group’s Internet website on 11th May 2016.

The Republic of Mozambique has received financing from the African Development Bank toward the cost of the Enabling Large Scale Gas and Power Investments in Mozambique Technical Assistance (ESLGAPI) to improve the enabling environment for investments in the country’s promising Gas sector. The Ministry of Mineral Resources and Energy (MIREME) is the implementing agency, hereinafter referenced as the Client, intends to apply part of the project funds to carry a consultancy services to support Empresa Nacional de Hidrocarbonetos (ENH) on Development of Domestic Gas Market and structuring its Role as a GAS Aggregator.

ENH is a public company with the mission of adding value to the mineral resources through the commercial participation in the exploration, production, processing, transmission and commercialization of oil and gas (O&G) in a sustainable way and has the vision of becoming an Operator in the mid to long term. The overall objective of the assignment is to develop a framework with strategy and models that enables ENH to play as a domestic gas aggregator for the national market. The consultant will also review the human and technical capacity building development needs of ENH commercial team and recommend a plan for on-the-job training as well as further international and national training plans over the short, medium and long terms.

The Client now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
