CONSULTANCY SERVICES FOR INTERNAL AUDIT

The Government of the Republic of Angola (GoA) has applied for financing from the International Bank of Reconstruction and Development (IBRD) and French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP 2), and intends to apply part of the proceeds for consultancy services for an Internal Auditor firm to handle the internal audit needs of WSIDP 1 and 2 projects by providing technical support for the operation of the projects financial management system.

The Internal Audit Firm will be responsible for providing technical advice to FCMU-WB/AFD on accounting and internal control issues of both WSIDP 1 and 2 as well as coordination with other ministries and departments as needed. Internal control for the project includes policies and procedures that must be adopted by project management in ensuring orderly and efficient financial operations, including:

• Adherent to management policies, laws and regulations;
• Safeguarding of assets, prevention and detection of fraud and error;
• Promoting orderly, economic, efficient and effective operations consistent with program objectives, accuracy and completeness of the accounting records; and
• Timely preparation of financial information on a basis separately reports.

The Internal Auditor is expected to work in the FCMU-WB/AFD office in Luanda for a period of 36 months, subject to annual review.

The Financial and Contract Management Unit (FCMU) of the National Water Directorate (DNA) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: the firm should have a minimum of 6 years audit experience and should propose an Internal Auditor with accounting/audit qualifications (e.g. Accounting Degree or Association of Chartered Certified Accountant (ACCA) or Chartered Accountant (CA), Certified Internal Auditor or equivalent) and at least 5 years audit experience.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the LCS method set out in the Consultant Guidelines.
