1. Background  

The Federal Republic of Somalia through the Ministry of Finance has received financing from the World Bank towards the cost of the Second Recurrent Cost & Reform Financing (RCRF) Project that is aimed at strengthening core government functions and systems; and supporting Health and Education sectors to enhance service delivery.

There are three components of health sector activities being supported under the RCRF Project: Support for the Somalia’s Female Health Worker (FHW) Program through a Health Technical Partner (HTP); Strengthening government’s stewardship and management capacity; and Support for intergovernmental coordination. The Federal and State Ministries of Health will be responsible for implementing these health activities under the Project.

In order to effectively manage implementation of the health programs and activities, a Program Management Unit (PMU) is created to that effect and would be based at the Federal Ministry of Health (FGS-MoH). The FGS-MoH will oversee the technical implementation of the program.

The Ministry of Finance intends to apply part of the proceeds of the grant to hire an Individual Consultant to supervise health sector contracts at the state level, to ensure implementation is in line with contract terms and performance indicators are met and implementation challenges solved and information on contractor performance communicated timely to the FMoH CMU.

2. Scope of Work and Responsibilities:

The FMS Contract Management and M&E Specialist (“Consultant”) shall be assigned with the following key responsibilities among others:

(i)  Liaise with FGS MoH contract management officer to ensure that contracts are up to date on contractor performance; (ii) Support contractors to achieve optimal health outcomes; (iii) Ensure contractors deliver equitable, accessible health services; (iv) Review contractor’s data to determine progress; (v) Review program data to ensure high-quality monitoring; (vi) Perform regular monitoring and field supervision; (vii) perform other tasks listed in the terms of reference for the position.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

Advanced degree in Health, Social Sciences or Public Policy; A minimum of 2 years working in Advanced degree in Business, Law, Administration, or Finance with demonstrated experience in contract management, contract law, and / or contract administration; A minimum of 3 years working in the Health Sector; Demonstrated experience working within Somalia’s Government; Competence in accounting and financial management principles with ability to review financial data; Understanding of health data and an ability to review data to track performance; Strong verbal and written communication skills; Strong writing and analytic skills with the ability to review textual, verbal, and implicit information and synthesize the information in a coherent manner; Strong negotiation skills; Willingness to travel to remote, rural field locations

4. Duration & Duty Station:

The duration for the assignment is 12 months, renewable based on satisfactory performance and funding availability. The duty station is Galmudug State of Somalia

5. The Ministry of Finance now invites eligible individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

6.  The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

7. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
