Description

The objective of the Crooked River Valley Rehabilitation Project is to address the impacts of historical dredge mining on aquatic habitat conditions.  The Crooked River Valley Rehabilitation project was designed to be constructed in multiple phases over 6 years.  The phases completed to date have accomplished construction of a bypass channel and levee/haul road, rebuilding floodplain and river channel, and adding large wood structures to the newly constructed channel. Work to be completed in Phase 3 includes includes construction of approximately 4300 linear feet of additional large wood structures, 2800 linear feet of brush fascine Type 1 and 900 linear feet of brush fascine Type 2 and up to 32 acres of floodplain roughness.  Planting of approximately 12,000 riparian plants ranging from 1-gallon to 8-gallon in size, all government-furnished, will also be performed in Phase 3.  The contractor shall be responsible for coordinating and contracting for the haul and delivery of the plants to the site of work from the grower, Wildlife Habitate Nursery, located in Princeton, Idaho.  Along with appropriate transport, the contractor shall provide proper on-site storage and care of planting material to ensure the health and vitality of the nursery stock prior to planting.   

The contractor shall furnish all labor, equipment, operating supplies supervision, transportation, materials (except those designated as Government-furnished), and incidentals necessary to complete the project as required by the contract, plans, and specifications.

The project is being performed on the Red River Ranger District of the Nez Perce-Clearwater National Forests in collaboration with the Nez Perce Tribe Watershed Program and funded primarily by Bonneville Power Administration.  In addition, US Forest Service funds secured through Stewardship authority are also planned for use in order to meet watershed restoration goals.  The project area is located approximately 45 mi east of Grangeville, Idaho. At the junction of Highway 14 and the Crooked River Road (FR 233), travel south for approximately 0.25 mile to the project area.   

The Government’s construction estimate is between $500,000 and $1,000,000.  It is anticipated that the full solicitation with all pertinent terms, conditions, technical specifications and drawings shall be issued in mid-April.  Construction work shall commence approximately June 20, 2020; all work shall be completed by October 15, 2020.   Although it is anticipated that most work will occur in dry soil conditions, in pools and areas that have held water following spring flows, work whall not commence until fish salvage is complete after the July 15, 2020 instream equipment operation window.

Original bid bonds will be required.  The acquisition has been set-aside for small businesses.
