Request for Expressions of Interest for Consultancy Services

(Consultancy Services for Revision of Resettlement Regulations - Resettlement Specialist)

The Government of Mozambique (GoM) has received financial assistance from the World Bank and other donors for funding the Mining and Gas Technical Assistance Project (MAGTAP) in the country. The overall objectives of MAGTAP are: (i) Enhance the economic and fiscal benefits in the extractive industry (ii) Establish an appropriate legal framework for the exercise of mining and oil operations in consideration of economic impact, environmental and social sustainability of the mining industry, (iii) enhancing transparency and accountability in the extractive industry by strengthening good governance, (iv) supporting reform, and capacity building initiatives to improve efficiency and accountability of the institutions involved in the planning and management of the mining sector and hydrocarbons and (v) Support the development of a legal framework that promotes regional and local development in mining production and natural gas and strengthen good governance. Part of the project funds will be applied towards the cost of Consultancy Services for Revision of Resettlement Regulations - Resettlement Specialist.

The consultancy will include, but not limited to: review the proposed amendments to resettlement regulations.

For this consultancy it is intended to hire an individual consultant with relevant experience in the field of the assignment. The candidate shall have appropriate academic qualifications and the ability to deliver all tasks specified in the terms of reference and have:

  1. a master’s degree in social sciences, rural development (livelihood restoration) or another relevant field
  2. A minimum of 15 years of experience in social impact assessment and resettlement;
  3. At least 5 years of experience in Mozambique;
  4. Proven knowledge and experience in Social Impact Assessment (SIA), with extensive knowledge of resettlement at policy, planning, and implementation levels;
  5. Must be familiar with nationally and internationally recognized best practices (World Bank/IFC, ADB) in relation to involuntary resettlement management;
  6. Proven experience in implementing and monitoring large resettlement programs and livelihood restoration strategies (responsible for at least three RAPS for large projects in developing countries);
  7. Be fluent in Portuguese and English and preferably have knowledge about the Mozambican social and cultural environment;
  8. Knowledge of moderating and conducting participatory processes must and show knowledge of participatory techniques and methodologies, organization and mediation of participatory activities, conflict mediation and have experience in contacting community leaders and other stakeholders;
  9. Knowledge of local languages is an advantage.

The Ministry of Mineral Resources and Energy now invites qualified consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, etc).   

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”).
