1. This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business on July 2, 2007. 2. The Republic of Macedonia has received a loan from the International Bank for Reconstruction and Development toward the cost of Agriculture Strengthening and Accession Project, and it intends to apply part of the proceeds of this loan to payments under the under the agreement(s) resulting from this IFB: Supply and installation of application software for management of the Land Parcel Identification System MK-ASAP/C1/ICB/G05. 3. The Ministry of Agriculture, Forestry and Water Economy serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for following software: *SW for management of Land Parcel Identification System data (LPIS) Land Parcel Identification System is compulsory element for administration and control of subsidies in EU, so all Member States use certain type of program support for mentioned system. Therefore, the most rational approach for the Republic of Macedonia in the process of establishment of LPIS, is to acquire program solution which is already implemented and in full use in one of Member States. The program solution also has to comply with general requirements so it can be upgraded in accordance with national legislation, specific conditions and needs of the Republic of Macedonia. The software must fulfill following functional requirements: *Functional parts supporting basic LPIS function , module for digitalization and updating of reference parcels and vineyard register, module for management of spatial layers, both raster and vector (import/export operations and local/central management of spatial layers, distribution of graphic materials and planning), *Functional part supporting help desk module including GIS monitoring and remote help SW application must be integrated with already implemented farm registry and VMMS system (Vineyard management monitoring system). Single entry point (portal) for all must be developed. Technical assistance and user support services are required. The supply and installation period is 17 weeks. 4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 1, 2006 and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria: (i) Financial capability - average annual turnover in the past 3 years in reference to the IT systems contracts – at least EUR 1.800.000. (The bidder should submit written confirmation – stamped and signed). (ii) Previous experience – completed and installed at least 1 LPIS system of the similar scope, content and size in the last 5 years (the bidder should submit written confirmation from the client of completed LPIS contract in the last 5 years – stamped and signed) The bidder has to prove expertise and experience with required technology. The bidder must have at least 3 years of GIS editing experience with systems that have more than 100 users. The bidder must submit minimum 1 written confirmation from customer with short description of implemented GIS solution for Internet editing within the last three (3) years. (iii) Personnel capabilities: *The Bidder must have at least two GIS experts with specific knowlege in area of implementation and development of GIS applications GIS experts must have following qualifications: *Masters degree *Minimum 7 years of work experience *Experience in usage of GIS program equipment *Practical experience in geo-information projects: --Database architecture --Implementation of GIS systems in agri business --Integration of GIS spatial data --Practical experience with projects built on the web technology *Expert must submit certificate to prove expertise in implementation and development of GIS applications *Knowledge of advanced technologies in spatial database storage *Knowledge of OGC and ISO norms in the domain of geo-information 5. Interested eligible bidders may obtain further information from the Ministry of Agriculture, Forestry and Water Economy, Project Team Office; Attn: Mr. Vlatko Mrkev, Procurement Specialist and inspect the Bidding Documents at the address (1) given below from Monday to Friday between 9:00AM to 3:00PM local time. 6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 100 EUR or equivalent amount in Macedonian Denars (MKD). The method of payment will be direct deposit or transfer in EUR, SWIFT BIC: NBRM MK 2X; IBAN: MK07 1007 0100 0002 983 in National Bank of the Republic of Macedonia; Correspondent bank: DEUTCHE BUNDESBANK ZENTRALE, Wilhelm Epstein strasse 14, Frankfurt am Main, Germany (SWIFT BIC: MARK DE FF), in favor of Ministry of Agriculture, Forestry and Water Economy. For payments in MKD the direct deposit can be made in Account No. 1400100280786D4, income code 724125, program 13, in favor of the Ministry of Agriculture, Forestry and Water Economy-Agriculture Strengthening and Accession Project. The exchange rate to be applied is the selling exchange rate from the list of the National Bank of the Republic of Macedonia, prevailing on the day of payment. The Bidding Documents will be sent by courier at the address indicated by the bidder. 7. Bids must be delivered to the address (2) below at or before 13:00 hours, local time on November 19, 2009. Bids need to be secured by a Bid Security. The amount of bid security required is: 735.000 MKD (or EUR 12.000 or equivalent amount in a freely convertible currency). Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address (3) below at 13:00 hours, local time on November 19, 2009. 8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts. 9.
