  1. BACKGROUND:

The new maritime project, Maritime Investment in Climate Resilient Operations (MICRO2) will improve the climate resilience of workboat harbors in Nanumanga, Nanumea, and Nukufetau and support expansions of the GIS mapping and health outreach campaign to more islands.  

The project aims to improve the connectivity problems that constrain Tuvalu’s economic and social development. This will be achieved by rehabilitating and improving the maritime infrastructure on the island of Nanumaga and constructing new boat harbors on the islands of Nanumea and Nukufetau. The objective is to provide climate resilience infrastructure with the dual aim of improving the day-to-day lives of the Tuvalu people and provide the infrastructure that can be used to respond to emergency events amplified by climate change.

  1. OBJECTIVE

The consulting services (“the Services”) include a NATIONAL PROJECT MANAGER to support the implementation of project activities in accordance with World Bank standards and procedures, the Financing Agreements, and other approved program documentation.

It is anticipated that the consultant will commence as soon as possible for 3 years fulltime in Tuvalu with the possibility of extension.

  1. INVITATION

The CPMO on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, three references, etc.). 

  1. EVALUATION CRITERIA

The criteria for selecting the Consultant are:

Educational Background

Master’s degree in a field related to the Project (civil engineering, maritime engineering, project development and management, business administration).

Experience (general professional)

  • A minimum of 10 years of proven records in the field of civil or maritime, project development and management, and business administration.
  • Experience of working in donor-funded projects for a cumulative of at least 5 years.

Experience (specific)

  • A minimum of cumulative 10 years of experience in the preparation, appraisal, supervision, and management of any construction projects,
  • Demonstrated ability to write operational reports for senior government officials.
  • Excellent verbal, written, and presentation communication skills in English.
  • Cross-sectorial skills, knowledge, and ability to work with team members and stakeholders from different technical backgrounds.
  • Knowledge of and technical experience in the transport and construction sectors will be an advantage.
  • Ability to work as part of a team and without supervision.
  • Able to travel to outer islands.
