Project Overview and Role:

Palladium’s Data, Informatics and Analytical Solutions Practice (DIAS) is seeking a Technical Advisor, Business Process Analysis for Health Information Systems to support the Data for Implementation (Data.FI) Project in Honduras. Data.FI is a five-year global project funded by the U.S. Agency for International Development (USAID) to support the HIV and COVID-19 response. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

Purpose of the position:
The Technical Advisor, Business Analysis for Health Information Systems, is responsible for providing expertise and technical input into the design, planning and delivery of projects, particularly those related to improving the COVID-19 and HIV health information systems as well as its individual sub-component systems with the purpose of improving evidence-based decision making for health, will also provide technical support to activities focusing in the rollout of information technologies, creation of data warehouses, dashboards and health information systems interoperability including, but not limited to, the DHIS2 platform .

Primary Duties and Responsibilities:

Strengthen governmental leadership and stewardship of information systems by developing and implementing capacity strengthening plans on the principles of monitoring, evaluation, and learning (MEL), data use and analysis, development of standard operating procedures and information system governance
Support digital governance by facilitating technical assistance to the Ministry of Health around the design and implementation of DHIS2 specifically, and of health information systems as required
Work alongside Palladium’s Data Analytics and Data Use Advisors to produce data and analytical products to support policy design, implementation, and evaluation of health programs more generally, and to provide specific dashboard and visualization development support for the HIS.
Collaborate with counterparts from the government of Honduras, partner organizations, and project teams to strengthen overall system architecture of health information systems for alignment in support of data exchange and/or to produce priority minimum indicators.
Devise and implement methods and procedures to strengthen data and system governance across ministries, donors, and implementing partners to improve coordination and clarification of roles of responsibilities necessary for efficient and sustained development.
Collaborate with public health leaders to determine the most compelling ways to visualize data and targets including development of standardized presentations or dynamic analytical products, such as dashboards.
Assist the government of Honduras to develop HIS performance indicators, analyze the availability of data for the indicators in the component information systems and make recommendations accordingly.
Collaborate with technical counterparts to assess existing longitudinal and aggregate information systems and to determine alignment to global standards for software development and identify areas for strengthening.
Work with the in-country counterparts to oversee the development and implementation of projects informatics, including activities such as requirements elicitation analysis, use case development and product management.
Formulate and strengthen collaboration among diverse partners, in order to strengthen country ownership and sustainability of projects.

Required Qualifications:

Key competencies required:
Honduran citizen or legally authorized to work in Honduras
Computer science degree, business administration or comparable education and experience.
Considerable professional experience in implementing HIS processes and solutions at national and subnational levels.
Desirable DHIS2 knowledge.
Experience working on range of Health Information System domains, including HMIS, LMIS, EMRs and other mobile data collection tools will be a plus.
Experience designing, testing, and implementing information systems and data tools, including mobile applications, transactional systems, business intelligence implementations and interoperability solutions preferred.
Broad understanding of digital health infrastructure (e.g., data centers, networks, hardware) and application services.
Familiarity with industry standard approaches and standards for health information exchange and interoperability.
Strong project management skills and experience using digital tools to manage projects, such as Microsoft Teams, Planner, Jira.
Professional verbal and written fluency in Spanish required.

Professional Expertise/Competencies Preferred:

Knowledge and experience applying the Principles for Digital Development a plus.
Proven ability to work collaboratively in a multidisciplinary team and to build consensus.
Ability to guide and support clients, project teams and technical teams in designing and implementing solutions that meet specified requirements; knowledge of user-centered design methodologies, preferred.
Detail-oriented and deadline-driven with strong organizational skills.
Highly self-motivated and able to work independently as well as in team settings.
Demonstrated ability to work effectively with team members and clients of different cultures, gender, and hierarchical levels.
Proficiency in verbal and written English is preferred.
Ability to work in a dynamic and agile environment with changing requirements and priorities.

As defined by the project according to activity implementation

Reporting and Supervision

Reports to the Country Director
Works in coordination with the Regional Senior Technical Advisor and the Technical Advisor, DHIS2.

Location:
The post is based in Tegucigalpa. The position is full time for the duration of 9 months, with an extension depending on the continuity of project funding.
