Mission description

The European Union funded project "EU4Justice phase 2" is recruiting a Communication Officer.

Functions and duties :

Under the authority of the Project Manager and with operational relations with the communications units of:

the European Union Delegation (‘EUD’),
the HJPC,
Expertise France’s headquarters,

the communication officer will perform the following tasks :

Produce/consolidate the project communication plan and its budget, in consultation with the beneficiary, the project team, the EUD and Expertise France’s Communication Unit.
Ensure the visibility of the EU, the HJPC, and Expertise France and its partners in the project communication, respecting the visibility and communication rules of the EU, as well as the guidelines of Expertise France’s Communication Strategy.
Manage and monitor the project communication budget, with the support from the Project Manager and the Project Assistant.
Establish monitoring indicators for the communication activities and provide regular reporting to the EU, the project team, the beneficiaries, and the Communication Unit at headquarters.
Identify communication opportunities related to the project’s activities in the field and in the countries in the region: prepare and share a project news agenda (signings, launches, events, missions and flagship activities, submission of key deliverables, closing and capitalisation) / outside the project – communication opportunities (international and national agenda, world days, etc.).
Draft and disseminate communication content and materials with contributions from the project experts and the various stakeholders (and the project webpage, posts on social networks, press kits and press releases, presentation brochures, reports, discussion points, advertising items, articles from Expertise France's internal website, etc.).
Organise and manage media statements and press conferences.
Produce communication materials and tools and manage stocks (leaflets, brochures, goodies, kakemonos, business cards, etc.)
Organise project communication events (conferences, workshops, etc.) and organise the project representation during national and international events related to the theme (Expertise France events, but also forums, international conferences, partner events, etc.). Manage the preparation, content, logistics, invitations, etc. on these events.
Provide strategic communication advice on project-relevant policy issues.
Manage relations with the local media and create and update a dissemination list for project communication.
Manage orders and relations with communication service providers (printers, audiovisual service providers, graphic designers, events agencies, etc.).
Provide support to the HJPC in its communication strategy with the general public, judicial office holders, and the judicial community in general.


Project or context description

As applicant for EU membership, Bosnia and Herzegovina (‘BiH’) is expected to meet EU justice standards as provided for by several of the 14 key priorities for membership and recalled by the EU Commission in its 2018 Western Balkan Strategy.

BiH’s complex and fragmented institutional structure has led the country to a difficult situation, in particular regarding rule of law.

The cross-cutting objective of this European Union funded project is to share practical methods with the High Judicial and Prosecutorial Council (the ‘HJPC’) and other Justice Institutions of BiH in order to increase its capacities to implement its mission to ensure independence and professionalism of the judiciary, promote judicial reform, and enhance the country’s response to organised crime and corruption.

This Action aims at supporting the Justice Sector Institutions in carrying out these changes in order to align the functioning of the BiH judiciary with EU rule of law standards by enhancing professionalism, efficiency and transparency of the BiH justice system for the final benefit of BiH citizens.
Required profile

Higher education qualification, level Master’s or equivalent in Communication/Journalism, or other relevant field;
Ability to work fully in Bosnian/Croatian/Serbian and English;
Proven skills in intercultural communication, public relations, knowledge in project lifecycle;
Excellent writing and relational skills;
Knowledge and understanding of the BiH media environment;
Ability to work in a team and remotely;
Creativity;
Autonomy, flexibility, responsiveness and proactiveness;
Knowledge of main social media platforms and their features;
Command of the free online design tools such as Canva is desirable
Basic knowledge of the main tools of the Adobe Suite (Indesign, Photoshop...) would be an asset;
ICT skills adequate for the scope of the post

Professional experience:

Three years experience in communication;
Experience in the public/institutional sector and/or international cooperation/development assistance;
Proven experience in organising events and multichannel communication campaigns;
Experience in justice related projects would be an asset.

Duration : 25-26 months (one year contract, renewable until the end of the Project)
