Functional responsibilities
1. General construction supervision and management duties: - Provide expert opinion/advice to the Project Managers on all engineering issues for assigned works;
- Ensure UNOPS and national Health Safety and Environment standards are adopted by the contractors, and notify the Supervisor of any irregularities;
- Identify risks, develop mitigation solutions and escalate to the supervisors;
- Take timely action to prevent potential delays and/or cost overruns that can be avoided;
- Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per approved contract;
- Assist in stakeholder engagement and communication, maintaining the cooperation with the construction supervisors, contractors, consultants and local authorities;
- Supervise construction works and administer works execution as per the contractual provisions and the design specifications:
- Ensure quantity/quality control and time schedule consistency;
- Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations;
- Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time;
- Coordinate national technical personnel and contractors’ personnel on the day-to-day site supervision;
- Ensure that documentation on site are kept according to operating procedure for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation);
- Perform other duties as assigned by the PM in the agreed timeframe;
2. Capacity Building: - Assist with capacity building and training in sound engineering practice for UNOPS national personnel, contractors and local government personnel. Specifically:
- Facilitate the engagement and provision of high-quality results and services of the UNOPS team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
- Provide oversight, ensuring compliance by team members with existing policies and best practices.
- Advise on Contractors in construction best practices, good environmental management practices, and appropriate health and safety standards during construction in alignment with relevant UNOPS standards, guidelines and construction manuals;
3. Reporting: - Ensure accurate and timely reporting of progress and conditions on site through daily site records.
- Produce any appropriate documentation identified by the Project Manager in a professional and accurate manner.
4. Knowledge management: - Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building;
- Participate in meetings, workshops, and consultations to gather feedback, address concerns, and foster positive relationships;
- Ensure that lessons learned and challenges are documented throughout the project stages and shared with the PM;
- Collaborate with technical team members including but not limited to architects, engineers, project managers and quantity surveyors;
Education/Experience/Language requirements
Education - An advanced university degree (Masters or equivalent) preferably in an infrastructure-related field such as civil or construction engineering, architecture, and/or construction management or a similar field will be an asset.
- A first-level university degree (Bachelor's degree or equivalent) with 2 additional years of experience may be accepted in lieu of an advanced university degree.
Work Experience - Minimum 5 years of experience in managing or supervising construction activities related to the project requirements on a range of large and diverse construction projects is required.
- Extensive experience implementing works under complex quality, safety and environmental management plans is required.
- Experience in full-time site management directing engineering and technical trade staff is essential.
- Proficiency with computers in particular design and planning/scheduling software, and other related software related to the position’s field of expertise is required.
Language - Fluency in English is required.
- Fluency in Uzbek or Russian is required.
Additional requirements - Projects IN Controlled Environments 2 (PRINCE2) Foundation and (PRINCE2) Practitioner Certification will be considered as an asset
- A valid driving license and ability to travel independently is required.
