Background information of our clients operations in Yemen:

The second phase of the Yemen Emergency Electricity Access Project II (YEEAP II) seeks to improve access to electricity for households & provide electricity to critical service facilities in rural & peri urban areas within the Republic of Yemen. The project is financed by the World Bank (WB) (grant from IDA) & implemented by our client. To achieve the project’s objectives, our client will engage solar Micro Finance Institutions (MFIs), solar installers & suppliers, technical service providers & other stakeholders. The Project will finance distributed solar solutions to provide urgently needed access to electricity in Yemen. The project consist of three components:

  • Component 1: Electricity in rural & peri urban areas (electricity for households, electricity for critical services facilities & support to COVID-19 isolation units & vaccine cold chain).
  • Component 2: Implementation support, market development & technical assistance for power sector sustainability.
  • Component 3: Contingent Emergency Response Component (CERC).

Yemen's energy crisis, due to generation deficits, poor infrastructure, fossil fuel dependence & a collapsed financial model, has led the Ministry of Electricity & Energy (MoEE), with partners, to host the Yemen national energy conference from November 2nd – 4th, 2025. The conference, themed "sustainable energy for Yemen’s recovery," aims to foster dialogue, integrate global experiences & climate finance & build consensus on a comprehensive roadmap for sector reform & green recovery. Preparatory strategic intelligence & situational analysis are crucial to shaping the agenda & guiding discussions. Outputs from these consultancies will inform the electricity sector reform strategy. The Yemen Emergency Electricity Access Project II (YEEAP II), specifically sub component 2.3, will support comprehensive reform by deploying experts to address inefficiencies & establish a robust framework for electricity access.

Role objectives:

  • Provide overall technical leadership for the development of the electricity sector white paper, ensuring the document is technically sound, comprehensive & aligned with the strategic objectives of the Yemen national energy conference & national recovery plans. Additionally, support our client & WB in their leadership role in the conference. Key tasks & responsibilities include but are not limited to:
  • Serve as the Chief Technical Author & Coordinator for the white paper, integrating all inputs from the expert team into a single, coherent strategic document.
  • Lead the coordination with country senior governmental officials related to the decision making in the energy sector at the strategic level.
  • Lead a comprehensive technical assessment of Yemen’s energy infrastructure, covering generation, transmission, distribution & off grid systems to identify critical bottlenecks & investment priorities.
  • Direct Integrated Resource Planning (IRP) & least cost power sector expansion modelling for the period leading up to 2030, establishing a clear, data driven pathway for growth.
  • Oversee the preparation of the sector reform roadmap, ensuring recommendations for institutional restructuring & policy benchmarks are evidence based & politically feasible.
  • Chair high level technical workshops & working sessions with the MoEE, utilities & related ministries & entities to validate findings & build consensus on proposed reforms.
  • Guiding the overarching analytical strategy, the role involves in depth energy policy analysis & the integration of international best practices to inform nationally significant solutions for the Prime Minister & other relevant ministers.
  • Provide strategic technical briefings ("governance & institutional reform", "strategic investment" & “institutional & human capacity building”) to the Prime Minister’s Office, our client & the WB, translating complex analyses into clear recommendations for senior decision makers.
  • Ensure recommendations on renewable energy, grid rehabilitation & Public Private Partnership (PPP) / Power Purchase Agreement (PPA) frameworks reflect global best practices in fragile & post conflict contexts.
  • Lead the technical review of the Aden master plan & analyze its implications for replication & expansion in other key regions, including Hadramout, Taiz & Aldhalea.
  • Mentor & provide quality assurance over the work of the Technical Advisor & the Energy Data Analyst & Economist, ensuring a consistent & high quality evidence base.
  • Integrate cross cutting themes of climate resilience, disaster risk reduction & conflict sensitivity into all technical recommendations to ensure long term sustainability.
  • Present key technical sections of the white paper during the conference & support the drafting of executive summaries & materials for high level panels.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Advanced university degree in energy, engineering, economics or a related field.
  • A minimum of 7 years with a master's degree of professional experience in international funded projects & in leading research teams & producing high level analytical reports.
  • Working knowledge of cloud based office software packages (Google Suite), Microsoft (MS) Office programs, MS Project
  • Fluency in English & Arabic is required.
