Position: Parking Management Specialist
We are seeking an experienced Parking Management Specialist to support our growing portfolio of international urban mobility and transport projects. The expert will contribute to different assignments worldwide, providing technical expertise in the planning, implementation, and evaluation of parking strategies as part of integrated urban transport solutions.

Key Responsibilities
The Parking Management Specialist will be expected to:

• Conduct assessments of existing parking systems, policies, and practices in urban contexts.
• Develop comprehensive parking management strategies, including pricing, regulation, enforcement, and technological solutions (e.g., digital platforms, ITS-based systems).
• Contribute to the design of sustainable on-street and off-street parking schemes, including integration with public transport and non-motorized transport.
• Advise municipalities and project stakeholders on financial models, non-fare revenue opportunities, and PPP options for parking systems.
• Provide capacity building and knowledge transfer to client institutions and partner organizations.
• Support project reporting, stakeholder engagement, and preparation of deliverables in line with international best practices.

Candidate Requirements

• At least a Bachelor’s degree in transport planning, civil engineering, urban planning, or a related field (a post-graduate degree will be an advantage).
• A minimum of 10 years of professional experience in urban transport and mobility, with at least 5 years of specific expertise in parking management (policy, design, operation, and/or technology-based systems).
• Proven track record in the design or implementation of parking strategies in international donor-funded projects (ADB, EBRD, EU, World Bank, or similar).
• Strong understanding of integrated transport systems and the role of parking in sustainable urban mobility.
• Excellent communication and reporting skills in English; knowledge of other languages will be an asset.

Assignment Details

• Location: Flexible – assignments may require short-term international missions combined with remote work.
• Duration: Project-based, depending on specific assignments.
