The Tin Tua Association was born out of the evolution of the Gulmu Literacy Program (PAG) which started its activities in 1984 with a sociolinguistic study. Subsequently, in order to perpetuate learning and enable neo-literates to retain and develop their potential, they were formed into producer groups. This organization into groups serves as a framework for consultation and exchange of experiences for beneficiaries. After three literacy campaigns, the development and diversification of the PAG's activities had become incompatible with the statutes of the Gulmancema sub-commission and led to the birth of the Tin Tua Association in 1989 recognized by the administration in June 1991 When it was created, the founders set themselves the following objectives:
- Pursue the fight against illiteracy through its literacy programme;
- Work to create a framework for the development of quality, visible and accessible literature in national languages;
- Promote, organize and help groups of neo-literate people, women and young people in particular, to take charge of this through self-development actions;
