Description : GGGI Nepal Country Office is inviting eligible firms and service providers to submit their proposals to develop and operationalize the Charging Station Management System (CSMS), National Access Point (NAP) Software and Navigation Service Provider (NSP) Software under the Sustainable Electric Transport for Nepal (SET4NPL) project:

PROJECT BACKGROUND:
The Mitigation Action Facility (MAF) – formerly Nationally Appropriate Mitigation Action Facility (NAMA Facility) – supports developing countries and emerging economies that show an ambition to play a leading role in the field of climate protection. The Facility makes necessary funding available for these countries to begin implementing their Nationally Appropriate Mitigation Actions (NAMAs). NAMAs are voluntary climate protection measures, which are embedded in these countries’ national development plans. They are an important instrument for the achievement of Nationally Determined Contribution (NDC) under the Paris Agreement.

In Nepal, the MAF is supporting the project “Sustainable Electric Transport for Nepal” (SET4NPL) as a NAMA Support Project (NSP), which is being implemented jointly by the Global Green Growth Institute (GGGI) and “Gesellschaft für Internationale Zusammenarbeit” (GIZ). SET4NPL has developed an incentive scheme which include necessary financial instruments (subsidies, loan scheme, hire purchase ‘leasing’ scheme, partial first loss guarantee, travel vouchers, etc.) together with the Government of Nepal (GoN) and national stakeholders for the deployment of 3,500 Electric Micro- and Minibuses (EMBs) to be sold in an EMB package. Under this scheme, each package includes an EMB, a charging station, a Nepal Electricity Authority (NEA) 3-phase electricity connection application (if required), an e-ticketing machine, a GPS device, a maintenance contract, and access to a charging/e-ticketing digital online ecosystem. Through this, SET4NPL envisages implementing the necessary components required to achieve economies of scale for EMBs in the transport sector at a reduced cost.

The project has also been working closely with the Ministry of Physical Infrastructure and Transport (MoPIT), the Ministry of Energy, Water Resources, and Irrigation (MoEWRI), the Nepal Electricity Authority (NEA), and the private sector to strengthen Nepal’s Electric Vehicle (EV) charging infrastructure. SET4NPL supports this through financial, policy, and technical assistance. Among its key activities, the project aims to develop and deploy an integrated Electric Vehicle Charging Management Ecosystem (EV-CME) for NEA.

The growing adoption of EVs and the expansion of charging stations in Nepal highlight the urgent need for a comprehensive charging infrastructure management system. NEA’s current app provides data only for NEA-owned stations, leaving private station operators and EV owners without a unified platform. This fragmented system presents significant challenges to EV adoption.
To address this, EV-CME will be developed under this RFP as a suite of web and mobile applications. It will:
• Establish a robust platform for managing EV charging stations
• Ensure interoperability through compliance with different standards
• Enable seamless data exchange with national regulatory bodies
• Provide a user-friendly interface for EV drivers, charge point operators, and stakeholders

OBJECTIVE OF THE ASSIGNMENT:
The assignment includes designing, developing, and deploying a comprehensive software solution to manage EV charging stations across Nepal. The system will facilitate efficient operation, real-time monitoring, payment processing, and data reporting for NEA and other stakeholders.
The primary goals of the EV-CME are to enable user friendly management EV charging stations for Charging Point Operators (CPOs) and E-mobility Service Provider (e-MSP), providing easy access to these charging stations for EV users, as well as making crucial information available for the national utility (particularly NEA) and regulatory bodies.

IMPORTANT TIMELINES:
The tender submission deadline is 16 May 2025, 16:00 pm KST (Korean Standard Time) / 12:45 pm Nepal Time (GMT+0545).
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.

OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.

SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e. specified documents) within the `Tender Documents` tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen. On clicking `Submit Return`, you will receive a receipt confirming that your proposal has been submitted to GGGI.
