Description : GGGI Laos Country Office is inviting eligible firms/entities to submit their proposals for the following scope of work:

PROJECT BACKGROUND:
GGGI is implementing the “Advancing ASEAN-Korean Cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities” and Lao PDR is one of the beneficiary countries specifically aimed to:
(a) Component A: formulate a strengthened and coherent regional framework for IMSWM in ASEAN to support ASEAN Vision 2040 and ASEAN Socio-Cultural Community (ASCC) Blueprint 2025;
(b) Component B: accelerate investment for IMSWM projects by developing a project pipeline along with conducting pre-feasibility studies;
(c) Component C: establish an online multistakeholder knowledge sharing and collaboration platform for AMS; and
(d) Component D: Strengthen IMSWM capacity in ASEAN and ASEAN-Korea knowledge exchange, through policy, capacity development, knowledge and technology transfer, and investment mobilization across the region.

This assignment relates to the Component B, in which pre-Feasibility study will be conducted on the project idea of Converting Secondary Cities’ Municipal Solid Waste into Refuse-Derived Fuel. This project idea has been selected Lao PDR for a pre-feasibility study.

ASSIGNMENT OBJECTIVE:
GGGI aims to engage a qualified consulting firm to conduct a Pre-Feasibility Study (PFS) on the project Converting Secondary Cities’ Municipal Solid Waste into Refuse-Derived Fuel to establishment of the Material Recovery Facility (MRF) for Refuse-Derived Fuel (RDF) in Luang Prabang, Khammouane, and Champasak province, Lao PDR.

GGGI already conducted a study on National and Sub-National Solid Waste Management Assessment in Lao PDR. The assessment provided the overall background of waste management in Lao PDR and other four selected provinces.

Considering the results of such preliminary findings, the PFS has the following objectives:

1. Assessment and confirmation of the operational and financial viability to establish three Material Recover Facilities to process municipal solid waste into RDF in Luang Prabang, Khammouane, and Champasak Province.
2. Assessment of the project set-up and governance, including the possibility of a public-private partnership, with the facilities designed under a Design-Build-Operate-Transfer (DBOT) model.
3. Market assessment and long list identification of the potential off takers to purchase RDF in each identified province / city, specifically cement production company or any other RDF-consuming factory.
4. Estimation of the project environmental benefits – e.g. Greenhouse gas (GHGs) reduction, carbon credits, and other benefits.

The objective of the assignment is to produce the PFS to serve as a basis for further detailed feasibility studies, if project and investment options are found relevant and feasible.

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
