Eligibility criteria: Eligible organizations must be legally constituted or incorporated in IDB member countries. They should have significant experience in virtualizing educational projects, evidenced by at least one project completed within the last eight years. To qualify, organizations must provide documentation showcasing successful design and development of virtual learning objects from past projects. Organizations can form joint ventures to enhance qualifications, but nationality for the short list will be based on the lead firm's establishment location. A minimum of 70 points, based on prior experience metrics, is required for consideration, and in cases of tied scores, preference is given to firms with more extensive virtual project experience.
