Description : Global Green Growth Institute for its projects in Kiribati invites eligible companies to submit their proposals for consulting services for the development of Kiribati climate communication strategy and communication support.
PROJECT BACKGROUND AND OBJECTIVES:
The Government of Kiribati and GGGI have been working to address targeted needs in green growth, climate adaptation and mitigation, sustainability, low-carbon, and development. GGGI seeks to complement the Government objectives of the Kiribati National Vision 2016-2036 and works across a number of sectors in Kiribati including climate-smart agriculture, green procurement, green-preneurship, green business development, and climate finance, access, mobilisation and absorption. The Government of Kiribati acknowledges climate change as a national priority. The Office of the President leads on climate matters through the Climate Change Division. The Climate Finance Division (CFD) acts as the operational focal point for the Ministry of Finance and Economic Development (MFED), the national designated authority (NDA) to the Green Climate Fund (GCF). The NDA, in collaboration with GGGI as the Delivery Partner for this GCF Readiness II project, sought Readiness funding from the GCF that aims to implement the following climate priorities to improve Kiribati’s capacity to access climate finance and successfully engage with the GCF through the project pipeline. To achieve this, the Readiness grant will focus on the following objectives: 1. Build and strengthen human, technical and institutional capacity within the NDA Office and across government, private sector and civil society organisations to undertake climate mandates, 2. Strengthen and ensure the effectiveness of the internal coordination and communication mechanisms across ministries and stakeholder groups to reduce duplication, improve climate planning and programming and successfully move projects through the pipeline, 3. Develop and implement climate finance-related strategies and plans including no objection procedures, and the Country Programme, 4. Support the Ministry of Finance and Economic Development (MFED) in strengthening its policies and procedures, including their implementation, for the GCF FMCA accreditation, ensuring a strong and viable national delivery partner. The GCF Readiness Project Management Unit (PMU) sits within the Climate Finance Division in the Ministry of Finance and Economic Development. The CFD Director provides strategic oversight of the readiness activities for this GCF Readiness 2 Project in collaboration with GGGI.
This GCF Readiness 2 Project is funded by the GCF for 24 months, currently up to March 31, 2026, and a no-cost extension is in progress to be signed up to March 2027. GGGI will discuss with the successful bidder on the contract arrangements and total duration of the contract, as per the extension details granted for the project, which are expected to be received around the time of awarding this contract.
PROPOSED ACTIVITIES:
The Ministry of Finance & Economic Development (MFED), through its Climate Finance Division (CFD), is committed to strengthening its climate finance mechanisms, policies, and procedures. To support this effort, the GCF Readiness Project Management Unit (PMU) is seeking a professional service firm to offer specialised expertise in enhancing climate communications.
The goal of this work is to enhance Kiribati’s climate finance mechanism by developing and implementing an effective climate communication strategy and action plan that strengthens stakeholder engagement, raises awareness of climate finance, and improves information sharing across key sectors.
The main objective of this scope of work is for the firm to work closely with the Communications Officer to provide a framework for engaging key stakeholders in Kiribati on climate change and climate finance, supporting the delivery of Output 1.3.3: Strengthened Information Sharing within the Kiribati Readiness Grant.
In addition to supporting the delivery of specific outputs for the GCF Readiness Project, the firm will also provide ad-hoc guidance and advice to the Communication Officer within the Climate finance Division (CFD) on the overall implementation of the climate communication strategy and action plan, to strengthen the National Designated Authority (NDA) and build national skills, knowledge, and capacities.
SCOPE OF WORK:
The firm scope of work is structured into five main outputs, each with specific tasks that contribute to the overall objectives of strengthening climate finance communication and stakeholder engagement in Kiribati.
1) Climate Communication Needs Assessments and Gap Analysis.
• Conduct a rapid assessment of existing communication efforts, tools, and platforms related to climate finance in Kiribati, including an inventory of materials currently used by the Climate Finance Division.
• Identify communication gaps, key audience groups, barriers to information access, and opportunities to strengthen public awareness and stakeholder engagement on climate finance issues.
• Submit a report summarising findings, including recommended focus areas, priority audiences, and communication channels for enhanced outreach and information sharing.
2) Draft Climate Communication Strategy and Action Plan and Branding Framework.
• Develop a draft Climate Communication Strategy with defined objectives, key messages, target audience, communication channels, and performance indicators aligned with the GCF Readiness Project objectives.
• Develop an Action Plan with a timeline, responsible personnel, and a budget estimate to support the implementation of the strategy.
• Design sample communications products (e.g., briefing templates, social media content format, newsletters structure) for use by the CFD Communications Officer.
• Design a Climate Finance Branding Framework including visual identity elements, branding guidelines, and templates for outreach materials.
3) Stakeholder Engagement Framework and Tools.
• Develop a stakeholder engagement framework to guide inclusive and participatory communication efforts, ensuring representation of government, Civil Society Organizations, the private sector, and vulnerable groups.
• Prepare stakeholder mapping tools and engagement templates (consultation checklists, feedback forms, reporting templates),
• Conduct one stakeholder consultation session to test the framework and gather feedback.
4) Validation workshop Report
• Organize and facilitate a validation workshop with key stakeholders to present the draft communication strategy, action plan, and engagement framework.
• Collect and document feedback, discussion points, and areas for improvement in a comprehensive validation workshop report.
• Refine the communication and action plan based on feedback received during the validation process.
5) Final Communication Package and Advisory Support.
• Submit the final Climate Communication Strategy and Action Plan, incorporating feedback and aligned with the climate finance goals and GCF guidelines.
• Provide ad-hoc guidance and capacity building support to the CFD Communications Officer to support initial implementation, stakeholder engagement, and use of the provided communication tools.
• Prepare a final Report on all activities completed, deliverables submitted, lessons learned, and recommendations for sustaining communication efforts beyond consultancy.

Please note that the procurement RFP closing time is 31 JULY 2025 16.00 Hrs KOREAN STANDARD TIME.
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 31 July 2025 KST, then the due date for submission of request for clarification is 16:00 24 July 2025 KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. OPTING IN & OPTING OUT:
