PROJECT BACKGROUND AND OBJECTIVES:
The Government of Kiribati and GGGI have been working to address targeted needs in green growth, climate adaptation and mitigation, sustainability, low-carbon, and development. GGGI seeks to complement the Government objectives of the Kiribati National Vision 2016-2036 and works across a number of sectors in Kiribati including climate-smart agriculture, green procurement, green-preneurship, green business development, and climate finance, access, mobilisation and absorption.
The Government of Kiribati acknowledges climate change as a national priority. The Office of the President leads on climate matters through the Climate Change Division. The Climate Finance Division (CFD) acts as the operational focal point for the Ministry of Finance and Economic Development (MFED), the national designated authority (NDA) to the Green Climate Fund (GCF).
The NDA, in collaboration with GGGI as the Delivery Partner for this GCF Readiness II project, sought Readiness funding from the GCF that aims to implement the following climate priorities to improve Kiribati’s capacity to access climate finance and successfully engage with the GCF through the project pipeline. To achieve this, the Readiness grant will focus on the following objectives:
1. Build and strengthen human, technical and institutional capacity within the NDA Office and across government, private sector and civil society organisations to undertake climate mandates,
2. Strengthen and ensure the effectiveness of the internal coordination and communication mechanisms across ministries and stakeholder groups to reduce duplication, improve climate planning and programming and successfully move projects through the pipeline,
3. Develop and implement climate finance-related strategies and plans including no objection procedures, and the Country Programme,
4. Support the Ministry of Finance and Economic Development (MFED) in strengthening its policies and procedures, including their implementation, for the GCF FMCA accreditation, ensuring a strong and viable national delivery partner.

The GCF Readiness Project Management Unit (PMU) sits within the Climate Finance Division in the Ministry of Finance and Economic Development. The CFD Director provides strategic oversight of the readiness activities for this GCF Readiness 2 Project in collaboration with GGGI.
This GCF Readiness 2 Project is funded by the GCF for 24 months, currently up to March 31, 2026, and a no-cost extension is in progress to be signed up to March 2027. GGGI will discuss with the successful bidder on the contract arrangements and total duration of the contract, as per the extension details granted for the project, which are expected to be received around the time of awarding this contract.

 

PROPOSED ACTIVITIES:
The Ministry of Finance & Economic Development (MFED), through its Climate Finance Division (CFD), is committed to strengthening its climate finance mechanisms, policies, and procedures. To achieve this, the GCF Readiness Project Management Unit (PMU) is seeking a consultant firm (Consultant) to develop and implement a rolling, tailored in-country training programme over two years to build capacity in climate financing and project design, development and implementation for the NDA / Climate Finance Division and other government and non-government stakeholders.
The scope of work aims to (a) build an understanding of climate finance and investment and how to access finance, and (b) build a strong in-country cohort of skilled project specialists to support climate financing projects either as executing entities, technical or delivery partners, or to manage small-grants programmes. This will support the delivery outputs of 1.1.1 and 1.3.1 of Kiribati Readiness Project II.


SCOPE OF WORK:
The consultant’s activities:

Task 1: Training Needs Assessment
The consultant will undertake a training needs assessment to determine current, and future training needs relevant to climate financing and project design, development and implementation. This will involve consultations with CFD, the Office of Te Beretitenti (OB), the Public Service Office, the Kiribati National Expert Group on Climate Change and Disaster Risk Management (KNEG) and other stakeholders, including training institutes, government agencies, NGOs, private sector partners, and civil society organisations. The assessment will also consider ongoing training programmes that may be complementary.

Task 2: Design of a Comprehensive Training Programme
The consultant uses the training needs assessment in Task #1 to design a comprehensive training programme addressing knowledge gaps and skills in climate financing and project design, development and implementation. This may include topics on climate finance fundamentals, multilateral climate funds and their processes, accreditation requirements, fiduciary management and risk, climate finance absorption and implementation of projects. The programme will be delivered on a rolling basis over a two-year period. The programme will factor into consideration of the sustainability of the training programme by considering train-the-trainer approaches or other ways to embed the training practices.

Task 3: Preparation of Training Modules
The consultant will prepare the training modules taking into consideration the target audience for each module, including the office of the NDA / CFD, Office of Te Beretitenti (OB), KNEG members, technical government officers and non-government organisations including the private sector. Training evaluations will be completed by each participant prior to and following the completion of the programme and for each module. The Consultant will prepare a training plan and materials for each module, which may include presentations, group activities, focused discussion topics, mentoring, peer-learning sessions, or other formats to be determined in consultation with the CFD.

 

Task 4: Delivery of the Training (s)
The consultant will deliver the training modules to the beneficiaries as identified in Task #2. All training materials will be made accessible to participants and the NDA and also shared on the climate portal currently being developed. The training programme will also include a participant feedback mechanism to adapt modules accordingly where required.

Task 5: Reporting
The consultant will provide a final report to capture the training surveys/feedback, gender representation, observations & achievements, lessons, challenges and recommendations.

Please note that the procurement RFP closing time is 13 AUGUST 2025 16.00 Hrs KOREAN STANDARD TIME.
