Eligibility criteria: Eligible consulting firms should be legally incorporated entities from countries recognized by the Inter-American Development Bank's policies. The nationality of a firm is determined by its country of incorporation, while, for a Joint Venture, the nationality of the representative firm applies. Firms may form partnerships or Joint Ventures with other firms to enhance qualifications. Interested firms must demonstrate relevant experience in developing and implementing quality and efficiency strategies within the health sector, as well as experience in creating healthcare protocols and terms of service. They should also have experience in developing training materials, conducting capacity-building sessions for healthcare workers or policymakers, and have familiarity with health system operations in Latin America and the Caribbean. Additionally, they should provide evidence of previous similar assignments, samples of high-quality strategy documents, impact assessments or policy recommendations, and client references for prior projects. Belize-based companies need to present valid Certificates of Good Standing from respective Belizean authorities. All information needs to be submitted in English. Eligible firms will be shortlisted based on eligibility criteria, technical competence, qualifications, and experience on similar assignments, with a minimum of five and a maximum of eight firms to be invited to submit proposals.
