E-Governance for Accountability and Participation (EGAP) - Ukraine

The E-Governance for Accountability and Participation (EGAP) Program is being implemented over 2015-2023 by East Europe Foundation and Innovabridge Foundation, in partnership with the Ministry of Digital Transformation. Funding is being provided by the Swiss Agency for Development and Cooperation (SDC). The target regions are Vinnytsia, Volyn, Dnipropetrovsk, Luhansk and Odesa Oblasts.

The EGAP Program’s ongoing efforts involve two key components: developing electronic services and electronic democracy, both at the national level, and at the oblast and community level in Ukraine.

We are confident that our activities will help make public services more convenient, higher quality and transparent, offering ordinary Ukrainians the opportunity to improve the quality of life in their communities. Using the instruments of e-democracy, voters can influence the decision-making process and increase their impact on policy, both at the national and at the local levels. With our assistance, government agencies can streamline their working processes and save time, while the society as a whole will see corruption risks minimized and more effective accountability in their governments.

Our day-to-day work includes streamlining business processes, formulating strategies and improving legislation; developing software, online platforms and services; training specialists at government agencies; providing digital learning to the public; and popularizing electronic instruments among potential users.
